Here are a few of the amazing clients with whom we've worked.
The City of Wenatchee is utilizing PDB to design and construct an alternative north/south roadway to provide congestion relief and improve connectivity and pedestrian access. The City had not done any alternative delivery prior to this project. Robynne assisted in selecting the appropriate delivery model. Once PDB was selected, Robynne provided training for the City and its staff, developed the PDB model, assisted with obtaining approval from the Project Review Committee, developed the contract and procurement documents and facilitated the selection of both the Owner Advisor team and the Design-Build Team. Robynne continues to assist the team in working through issues that arose in the project.
"Bringing Robynne on early to partner with our agency was instrumental in the success of our progressive design-build project (the first use of alternative delivery by our City). From day one, she provided the expertise, connections, and guidance we needed to move forward with confidence. She helped us to procure a highly qualified Owner Advisor consultant, provided valuable input during our project delivery method selection process, and navigated the state alternative delivery approval process with ease.
Her network of industry contacts opened doors to valuable resources and perspectives, and her legal expertise ensured our contract documents were thorough and tailored to our local agency’s needs for this federally funded project. Beyond these key milestones, she consistently offered sound strategic advice and practical solutions at every step.
Robynne was not only a trusted advisor but a true partner in getting our project off the ground. Her knowledge and professionalism made a complex process feel manageable and straightforward, and I wouldn’t hesitate to work with her again or recommend her to any public agency embarking on a design-build project."

The City of Washougal is using PDB to remove one of the most dangerous rail crossings in the state. Robynne provided training for the City and staff, assisted the City in determining the appropriate delivery method, selecting the owner’s advisor, obtaining approval from the PRC, and facilitating the selection process for the design-builder. Robynne is also providing ongoing support for the project.
"Progressive Design-Build Consulting has been instrumental to the City on the 32nd Street Grade Separation Project. Robynne Thaxton was phenomenal to work with; her unmatched expertise in alternative delivery, particularly progressive design-build, provided the City with a clear understanding and confidence in using this method. She successfully navigated state approvals, assisted in addressing budgetary concerns, and always ensured the City’s interests were front and center. Robynne also helped identify exactly what the City was looking for and was critical in assembling an outstanding design-build team.
The remarkable progress and success of this project are a direct reflection of Progressive Design-Build Consulting’s guidance and leadership. It is no exaggeration to say that without their involvement, the project could have faced significant challenges or even failed to move forward."

"Working with Becky on the new West Richland Police Department Project was an outstanding experience from start to finish. This was the City’s first Progressive Design-Build (PDB) project, and Becky was hired as our Owner’s Representative to help steer, guide, and lead us through the PDB process. Becky was instrumental in helping the City gain approval through the State’s Project Review Committee, which allowed us to move forward using the PDB delivery approach. Her depth of knowledge, clear communication, and steady leadership were invaluable as we navigated this new delivery method. Throughout the project, she consistently demonstrated professionalism, attention to detail, and a collaborative spirit that kept our team aligned and the project on track.
We are extremely grateful for Becky’s guidance and expertise as she played a critical role in the success of this project. I would gladly work with her again and highly recommend her to any organization considering a Progressive Design-Build approach. Because of the amazing experience on the Police Department Project, the City will be pursuing this delivery approach on future projects."

Energy Northwest New Nuclear (ENNN) is developing a first-of-its-kind nuclear reactor using new technology and selected progressive design-build as the delivery method. This project is unique because the reactor is procured separately from the design-build team, requiring a custom governance and risk framework.
PDBC's Role: PDBC structured the project to meet Washington’s statutory definition of design-build and secure PRC approval, established a risk framework acceptable to an industry new to PDB, and encouraged collaboration across stakeholders. Our team also:
Key Challenges Addressed:
Outcomes and Impact: With PDBC’s guidance, ENNN secured PRC approval for Washington’s first nuclear PDB project, launched a defensible procurement, and implemented industry-first training for both owner staff and prospective design-builders. These efforts positioned ENNN to deliver a $4 billion, decade-long project with governance, risk management, and collaboration at its core.

Western Washington University (WWU) is developing a Student Success Center to provide a “one stop shop” for student services, consolidating Student Advising, Counseling, President’s and Provost’s offices, Trustees, Facilities, Enrollment, and Student Engagement functions under one roof. When legislative funding reduced the budget by 20%, WWU turned to progressive design-build to reconfigure scope while maintaining program goals.
PDBC's Role: Robynne had previously assisted WWU with training its personnel in progressive design-build and developing contract and procurement forms. For this project, PDBC provided end-to-end advisory services, including:
Key Challenges Addressed:
Outcomes and Impact: Through Robynne’s leadership, WWU secured PRC approval and successfully launched its first progressive design-build procurement. The tailored approach allowed proposers to demonstrate creativity in solving program challenges while ensuring defensible, transparent selection criteria. The project is now advancing with an engaged design-build team, clear governance structures, and stakeholder alignment, positioning WWU for long-term success in alternative delivery.
